1. Context: The Two-Layer Compliance Ecosystem

The UAE higher education regulatory system operates at two distinct levels:

Institutional Layer — Each of the 76+ accredited UAE universities manages its own OBF compliance obligations. BRASS Digital Lab’s Edu-RegTech OBF Platform serves this layer, giving individual institutions the tools to collect data, manage evidence, and generate MoHESR-format submissions.

Regulatory Layer — MoHESR and CAA are responsible for supervising all institutions simultaneously. They need sector-wide visibility: which institutions are compliant, which are underperforming, how the sector is trending over time, and where regulatory intervention is required.

The Edu-SupTech Portal serves this second, regulatory layer. It is the government supervision counterpart to the institutional platforms — and together they form a complete, end-to-end regulatory technology ecosystem unique in the UAE higher education sector.

2. Problem Statement

Prior to the Edu-SupTech Portal, MoHESR and CAA had no unified, real-time view of compliance status across all 76+ UAE higher education institutions. Regulatory supervision relied on:

  • Annual submission cycles with institutional self-reporting — no continuous monitoring
  • Manual data consolidation from 76+ separate Excel/Word submissions per cycle
  • No inter-institutional benchmarking capability — each institution assessed in isolation
  • No early-warning system — underperformance only visible at formal submission time
  • No audit workflow management — compliance review processes managed via email

The core regulatory requirement: a single supervisory intelligence platform giving government bodies continuous, structured visibility of compliance across the entire UAE HE sector — not just at submission time.

3. Portal Architecture

The Edu-SupTech Portal is a separate R Shiny application operating at the supervisory layer, with a data feed architecture connecting it to the individual HEI Edu-RegTech platforms.
